COMU Scientific Journal Establishment Process
Any Faculty, Institute, Center, School, Conservatory, or Vocational School management within Çanakkale Onsekiz Mart University (ÇOMÜ) wishing to publish a new scientific journal within the framework of ÇOMÜ Publications must first apply to the Coordination Office with the Journal Proposal Form for the establishment of the journal and obtain approval.
Details such as the name, purpose, scope, and publication policy of the journal proposed by the publishing institution are determined by the relevant university unit's board of directors. Following this decision, the Coordination Office reviews this application, conducts necessary evaluations, and presents the outcome to the Publication Commission. The Publication Commission then makes the decision regarding the establishment of the journal.
The application for ISSN/e-ISSN and other establishment procedures of the journal are carried out by the appointed Chief Editor. The Chief Editor oversees all processes of the journal and follows necessary procedures. During this process, meticulous work is done to ensure the publication ethics and compliance with scientific standards of the journal, and conformity with international standards is ensured.

DergiPark, under the umbrella of TÜBİTAK ULAKBİM, provides hosting and editorial process management services for academic peer-reviewed journals published in Turkey in electronic format. This platform manages the publication process of your journal and brings it together with readers.
The application conditions for journals applying to DergiPark vary depending on the publisher's status:
For journals starting their publication life, the publisher must be "University or Public." This situation needs to be officially documented, and information about the journal's contribution to its field must be provided. If the publisher of journals with at least one year of archive is "University, Public, Association, Foundation, or Vocational Chamber," they can apply. The archives of these journals must be up-to-date and complete, and they must be updated in accordance with the frequency of publication. Journals with "Individual" publishers can apply if they are indexed in indexes such as TR Dizin/Wos/Scopus. However, journals with "Private" publishers cannot apply. Journals meeting any of the above conditions and published in Turkey can join DergiPark by filling out the application form on the DergiPark website, provided that they are open access.
For applying journals, DergiPark first creates a space on the system and prepares the journal's webpage. The current archive of the journal is transferred to the new page. From the acceptance date of the journal onwards, all updates must be made on the page by the journal editor.

Digital Object Identifier (DOI) is a unique access number that allows the identification and access of every work published electronically. DOIs can be obtained from any DOI registration agency. One of the most commonly used DOI registration agencies is Crossref, a nonprofit organization that facilitates the discovery, citation, linking, and evaluation of research outputs. However, there is a membership fee that you need to pay when you join Crossref. DergiPark offers this service to you when you meet certain conditions.

Why is Applying to Indexes Important?
To be recognized as an authoritative source of scientific knowledge and to stand out among many other publications, it is important for journals to increase their visibility, accessibility, and reader base. One way to achieve this goal is to ensure that the publications of journals are indexed by at least one prominent database.
While TR Dizin is an important index in Turkey in this regard, indexes such as Scopus, Web of Science, PubMed, The Directory of Open Access Journals (DOAJ) are prominent worldwide.
How Does Indexing Work?
When a journal is indexed by a database, it is instantly available to all users of that database. Some databases index title information, some scan full-text articles, and some index only abstracts and/or references. There are various abstracting and indexing services available today. Some are institutionally owned; for example, PubMed by the United States National Library of Medicine at the National Institutes of Health. Some are provided by publishers; for example, Scopus provided by Elsevier. Regardless of which database you choose, you will need to formally apply to the database you select to be included.

When selecting a database that indexes journals in your field, it is important to make the right choice. Understanding the features offered by the database is also critical. Some databases only index abstracts, while others scan all articles and index keywords. Others also include citations. Therefore, understanding how your journal will be visible and accessible to users is important.

It is important to remember that just as journal editors do not consider articles that fall outside the scope of their journals, indexing companies may not consider journals that fall outside their scope. Therefore, careful consideration is necessary when choosing a database suitable for your field.
Generally, for a journal to be indexed, it must make an official application to the relevant database and present supporting documents and evidence for its application. If the journal meets all the requirements, it will be indexed. The indexing process is similar to the article submission and peer review process. Journals submit their applications and await review by the database. If your journal does not meet the necessary criteria for indexing, you may need to take steps to ensure the suitability of your journal by making changes to your journal workflow.

TR Dizin is a national citation index containing bibliographic and full-text information of articles from national, peer-reviewed, and scientific journals in the fields of Science and Social Sciences, previously known as National Databases (UVT).
Developed by ULAKBİM, TR Dizin includes journals in the fields of Dentistry, Pharmacy, Engineering, Basic Sciences, Health Sciences, Veterinary Medicine, Social Sciences, and Humanities, which are subtopics of Science and Social Sciences.
