PART ONE
Purpose, Scope, Basis and Definitions
Purpose
ARTICLE 1 - (1) The purpose of this Instruction is to regulate the principles regarding scientific publications and journals produced within Çanakkale Onsekiz Mart University, to establish, monitor, evaluate and improve responsible, fair, transparent, accountable standards to increase the quality of the relevant publications in terms of international recognition, quantity and quality.
Scope
ARTICLE 2 - (1) The provisions of this Directive cover scientific publications and journals produced within Çanakkale Onsekiz Mart University.
Basis
ARTICLE 3 - (1) This Directive has been prepared based on the provisions of Article 14 of the Higher Education Law No. 2547, Articles 5, 6 and 7 of the Press Law No. 5187, the Regulation on Publications Other Than Books, Reprints and Auxiliary Books Used as Course Materials in Universities, and the University Publication Regulation, prepared in accordance with the relevant provisions of the Higher Education Law No. 2547.

ARTICLE 4 - (1) In this Directive
a) Rector: The Rector of Çanakkale Onsekiz Mart University,
b) Senate: Çanakkale Onsekiz Mart University Senate,

d) COMU Publications: Publications published within Çanakkale Onsekiz Mart University,
e) Journal: Journals published within Çanakkale Onsekiz Mart University,
f) Work: All scientific publications submitted for publication within Çanakkale Onsekiz Mart University,
g) Coordinatorship: Çanakkale Onsekiz Mart University Scientific Publications and Journals Coordinatorship,
h) Coordinator: Çanakkale Onsekiz Mart University Scientific Publications and Journals Coordinator,
i) Assistants of Coordinator: Çanakkale Onsekiz Mart University Scientific Publications and Journals Coordinators,

s) Editorial Board: Relevant faculty members from Çanakkale Onsekiz Mart University and/or other universities who are recommended by the Editor-in-Chief and who stand out in their field with their scientific studies and compliance with academic ethics.
t) Advisory Board: The advisory board of scientific publications published within Çanakkale Onsekiz Mart University,
u) Reviewers: Faculty members who are experts in their fields who give scientific opinions about the works,
v) Publication Commission: Refers to the Publication Commission of Çanakkale Onsekiz Mart University.
PART TWO
Procedures and Principles Regarding Published Journal Articles and Works and Duties of Authorized Persons and Boards
Procedures and Principles Regarding Published Journal Articles and Works
ARTICLE 5 - (1) Manuscripts submitted to the journals may be in the form of an original research article prepared using scientific research methods, techniques and models, based on research that will fill a gap in the field; a case report; a research or review article that evaluates, criticizes a previously published article and puts forward new and remarkable views on this subject; a research in which a concept or theory is discussed, criticized or explained; unpublished papers; biography and review articles; translations and book reviews that contribute to the scientific field.
(2) Manuscripts submitted for publication in the journal must not have been published anywhere before.
(3) The language of the manuscript may be Turkish or English and other languages to be determined by the Editorial Board.
(4) The principles regarding the writing and reference formats of the journal, the field and content of the journal and its scope are determined within the framework of the decision of the Editorial Board of the Journal.
Journal Concessionaire
ARTICLE 6 - The concessionaire of the journals published within Çanakkale Onsekiz Mart University is the Rector.
Coordinator and Assistants of Coordinator
ARTICLE 7 - (1) The Coordinator is appointed by the Rector among the faculty members who have previous experience as a scientific journal editor or editorial board member and his/her duty continues until a new one is appointed.
The duties and responsibilities of the coordinator are as follows:
a) To represent the coordinatorship,
b) To ensure that the activities are carried out in an organized manner in line with the objectives of the Coordinatorship,
c) To ensure the coordination of studies to establish, improve and evaluate the standards for scientific publications and journals within Çanakkale Onsekiz Mart University,
d) Coordinating studies aimed at increasing the quality of scientific publications and journals in terms of recognition, quantity and quality,
e) The Coordinator is responsible to the Rector.
(2) Assistants of Coordinator are appointed by the Rector upon the recommendation of the Coordinator to assist the Coordinator in his/her duties.
The duties and responsibilities of the Assistants of Coordinator are as follows:
a) Carries out the activities of the Coordinatorship in cooperation with the Coordinator,
b) Makes suggestions and recommendations to the Coordinator,
c) Evaluates the scientific publication and journal requests applied for, follows the cases that require legal process and submits them to the Coordinator,
d) Deputizes the Coordinator in the absence of the Coordinator. The deputy assistant is determined by the Coordinator,
e) When the Coordinator's duty ends, the duty of the Assistants of Coordinator also ends automatically,
f) Assistants of Coordinator are responsible to the Coordinator.
Layout Supervisor
ARTICLE 8 - (1) The task of the Layout Officer is to determine, monitor, evaluate and improve the standards regarding the design and layout of scientific publications and journals within Çanakkale Onsekiz Mart University. The Layout Officer is responsible to the Coordinator.
Website and Quality Officer
ARTICLE 9 - (1) The duties and responsibilities of the Website and Quality Officer are as follows:
a) Organizes and updates the Coordinatorship's website, uploads the necessary documents and news to the website, and makes announcements,
b) Prepares the necessary minutes and documents by following the quality processes of the Coordinatorship,
c) Provides information and suggestions to the Coordinatorship regarding the quality processes of the Coordinatorship,
d) Establishes, improves, monitors and evaluates standards for the websites of scientific publications and journals,
e) Website and Quality Officer is responsible to the Coordinator.
Standard Setting and Monitoring Officer
ARTICLE 10 - (1) The duty of the Standard Setting and Monitoring Officer is to establish, monitor, evaluate and improve the standards of scientific publications and journals within Çanakkale Onsekiz Mart University and to review new applications. The Standard Setting and Monitoring Officer is responsible to the Coordinator.
Turkish Language Officer
ARTICLE 11 - (1) The duty of the Turkish Language Officer is to ensure the Turkish language control of the texts required in the processes of establishing, monitoring, evaluating and improving the standards of scientific publications and journals within Çanakkale Onsekiz Mart University.
Foreign Language Officer
ARTICLE 12 - (1) Duties of the Foreign Language Officer
a) To translate the texts required in the processes of establishing, monitoring, evaluating and improving the standards of scientific publications and journals within Çanakkale Onsekiz Mart University and to ensure foreign language control.
b) To make correspondence and negotiations in foreign language in the Coordinatorship,
c) To make speeches and presentations in a foreign language at Coordinator events,
d) The foreign language officer is responsible to the Coordinator.
Secretariat
ARTICLE 13 - (1) Secretariat services cover the processes of conducting the correspondence of the Coordinatorship.
Editor-in-Chief and Duties
ARTICLE 14 - (1) The Editor-in-Chief is appointed by the Rector and his/her term of office continues until a new one is appointed.
(2) The duties and responsibilities of the Editor-in-Chief are as follows:
a) The Editor-in-Chief is responsible to the Coordinator for all processes of the journal.
b) Complying with the standards established by the Coordinatorship of Scientific Publications and Journals, improving these standards, informing the Coordinatorship about the relevant processes, preparing reports, and participating in the organized events,
c) Coordinating and supervising the pre-evaluation, evaluation and publication processes of all articles received by the journal, distributing the articles that pass the pre-evaluation to the relevant editors who will manage the evaluation processes, monitoring and supervising all processes according to the journal's publication policy and ethical principles, and returning them for revision when necessary,
d) To coordinate the publication processes of the articles approved by the editors and the Editorial Board to be published in the relevant issue by observing the order of acceptance,
e) To coordinate and supervise the activities of the editors and the journal secretaries, format and typesetting officers, etc. working in the journal, to call them to meetings when necessary, and to ensure that they receive training in the necessary fields if necessary,
f) Representing the journal in national and international indexes, managing the relevant processes, applying to indexes when necessary, and following the processes,
g) To coordinate and supervise all activities of the Editorial Board, Editors and the editorial team, and to call for a meeting when necessary,
h) To evaluate the scientific criticism of the content of the articles published in the journal by the readers,
i) Monitoring the compliance of editorial practices with the University's Ethics Committee Principles,
j) To take the necessary measures to protect the publication rights and ethical rules of the publications published in the journal and to inform the Coordinatorship in cases requiring legal process,
k) To promote and help promote scientific journals.
Editors, Editorial Board and Duties
ARTICLE 15 - (1) Editors are appointed by the Editor-in-Chief and their term of office continues until a new one is appointed.
(2) The Editorial Board is appointed by the relevant Editor-in-Chief to include at least three (3) faculty members, at least 1/3 of whom must be from different universities and have completed their doctorate/proficiency in art/specialization.
(3) A language editor, statistical editor, field/section editors or assistant editors may also be assigned by the Editor-in-Chief, taking into account the fields of study and the numerical distribution of the manuscripts received by the journal.
(4) The names of the Editorial Board and other editors are published in each issue of the journal.
(5) The duties and responsibilities of the editors are as follows:
a) To fulfill the tasks and processes carried out on behalf of the journal in accordance with the journal's publication policy, ethical principles and rules, and in accordance with the principles of confidentiality and impartiality,
b) To be responsible to the Editor-in-Chief and to fulfill the requirements of the task entrusted by him/her,
c) To fulfill the duties of monitoring, supervision and healthy communication in the areas of responsibility required by the task,
d) Representing the journal before authors, referees, etc. within the limits of the assigned task area, establishing and managing the communication that should be maintained within the framework of the journal policy and ethical rules when necessary,
e) To exchange ideas with the Editor-in-Chief on the issue of special issues,
f) To pre-inspect the incoming works, send the work to the referees determined on the subject and follow the evaluation processes,
g) Sending the criticisms received by the referees to the authors and requesting that the work be re-evaluated in terms of grammar, spelling, logical integrity and comprehensibility in order to correct and improve the quality of the work,
h) Supervising the post-editing stages of the works to be included in the issue to be published,
i) To be able to accept or reject the work or change the category of the work in line with the criticism and suggestions received,
(7) The duties and responsibilities of the Editorial Board are as follows
a) To be responsible to the Editor-in-Chief and to assist him/her in the operation of the journal,
b) To determine the publication policies of the journal, to ensure that it is prepared for publication in accordance with these policies and publication ethics and that it is published regularly,
c) To carry out the article acceptance and publication processes of the journal,
d) To act in accordance with the principles of confidentiality and impartiality in all publication processes of the works submitted to the journal,
e) To ensure that the journal is accepted into national and international indexes and published in scientific quality and on time,
f) To make the final evaluation of the articles to be published in each issue,
g) To decide on proposals to issue additional issues.
Advisory Board
ARTICLE 16 - (1) The members of the Advisory Board are determined by the Editor-in-Chief from among faculty members who are prominent in their fields and who have earned their doctorate/proficiency in art/specialization, at least 1/3 of whom are from different universities.
(2) The Editor-in-Chief shall appoint new members to the Advisory Board or terminate the membership of an existing member by the same procedures.
(3) The list of Advisory Board members is published in each issue of the journal.
Reviewers
ARTICLE 17 - (1) Reviewers are determined by the relevant Editors or Field/Section Editors according to the content and discipline of the submitted work.
(2) The reviewers are determined by taking into consideration their research topics, their experience in their fields, and their domestic and international studies. The work to be reviewed by the referees must be in their field of interest and must be selected from outside the unit to which the author belongs. In resubmitting a manuscript to a referee, the response time, the scientific level of the review, and its contribution to the scientific level of the authors and the journal are taken into consideration.
(3) Manuscripts submitted to the journal for publication are evaluated by at least two (2) reviewers. The names of the author(s) are concealed when the manuscripts are sent to the referees. Double blind reviewing system is applied.
(4) If the reviewers agree to work on the manuscripts sent for review, they submit their reports to the journal.
Journal Secretariat, Typesetting, Layout, etc. Technical Services
ARTICLE 18 - (1) The Editor-in-Chief is responsible for the execution and monitoring of the secretariat, typesetting, layout and technical support services of the journals in line with the standards established by the Coordinatorship.
Duties and Responsibilities of the Publication Commission
ARTICLE 19 - (1) The Publication Commission consists of two faculty members to be determined by the University Administrative Board from among its members under the chairmanship of a Vice Rector in order to plan the publication processes of scientific works other than periodicals and to take the necessary decisions.
(2) The duties and responsibilities of the Publication Commission are as follows:
a) The Publication Commission plans and organizes the processes of all publication activities of the University, except periodicals, and fulfills the duties assigned to it by this article.
b) The Publications Commission carries out the necessary information and visibility activities to increase the national and international recognition and awareness of COMU Publications.
c) The Publication Commission may establish sub-commissions when necessary.
d) The Publication Commission decides on the work applications on the basis of the relevant regulations.
e) The Publications Commission determines the fee schedule for printed and non-printed publications and the royalties that can be paid to authors.
f) The decisions of the Publication Commission are finalized with the decision of the University Administrative Board.
Scientific Journal Application Process
ARTICLE 20 - (1) The management of the Faculty, Institute, Center, School, Conservatory or Vocational School who want to publish a new scientific journal within the scope of ÇOMÜ Publications must apply to the Coordinatorship with the Journal Proposal Form and obtain approval before applying for ISSN /e-ISSN.
(2) For the publication of new scientific journals within the scope of COMU Publications, an application is made to the Coordinatorship with the decision taken by determining the journal name, purpose, scope and publication policy for the journal proposed by the administrative boards of the University units. The Coordinatorship examines this application, makes a decision and submits it to the Publication Commission. ISSN /e-ISSN application and other establishment procedures of the journal are carried out by the Editor-in-Chief to be assigned.
PART THREE
Miscellaneous and Final Provisions
Needs
ARTICLE 21 - (1) The personnel needs of the Coordinatorship shall be met by the personnel to be assigned by the Rector according to Article 13 of the Higher Education Law No. 2547.
(2) The office, technical infrastructure, tools, equipment and furnishings required for the Coordinatorship to carry out its activities shall be provided by the Rectorate, taking into consideration the proposal of the Coordinator.
Training of Editors and Coordinatorship Members
ARTICLE 22 - (1) In order for the editors and Coordinatorship members working as permanent staff at our University to carry out their activities, they are encouraged to participate in various trainings in Turkey and abroad.
(2) Coordination is provided by the Rectorate to provide various support and incentives to the journal editors and Coordinatorship members in order for the process to progress and quality publications to be made.
Promoting and Supporting Journals on Social Media and Various Platforms
ARTICLE 23 - (1) University journals are supported by the Corporate Communication Coordinatorship and related units for advertising announcements and promotion on various platforms.
Expenditure Authority
ARTICLE 24 - (1) The expenditure authority of the Coordinatorship is the Secretary General of the University.
Cases where there is no provision
ARTICLE 25 - (1) In cases where there is no provision in this Instruction, the provisions of the relevant legislation shall apply.
Repealed Instruction
ARTICLE 26 - (1) The "Çanakkale Onsekiz Mart University Scientific Publications and Journals Coordinatorship Directive", which was accepted by the decision of the University Senate dated 14/09/2023 and numbered 15/13, has been repealed.
Enforcement
ARTICLE 27 - (1) This Instruction enters into force on the date it is adopted by the Senate.
Implementation
ARTICLE 28 - (1) The provisions of this Directive shall be executed by the Rector.
